What's different about HR in commercial painting

Painters move from site to site and sometimes from state to state, and many customers are government agencies or general contractors with rules of their own. HR has to keep up with all of them.

  • Colorado job posts must show pay

Colorado's Equal Pay for Equal Work Act says every job post must show the pay. That goes for posts inside the company and public ones. The post must also list benefits and how and when to apply. If you use set career steps, such as apprentice to journeyman to foreman, you must tell eligible workers how to move up. So put the pay range in every Colorado post, even a foreman opening shared only in-house. Source: Colorado Department of Labor and Employment: Equal Pay for Equal Work Act.

  • Federal jobs can bring E-Verify

Some federal contracts carry FAR clause 52.222-54. It must be passed down to any construction subcontract worth more than 3,500 dollars with work in the United States. A sub that isn't enrolled yet must enroll in E-Verify within 30 calendar days of the award. It checks each worker assigned to the contract. Within 90 days of enrolling, it also starts checking every new hire within 3 business days of the hire date. Know which jobs carry the clause before crews start. Source: eCFR: FAR 52.222-54, Employment Eligibility Verification.

  • Injury logs go to OSHA online

OSHA's record rule lists the industries that must file injury data online, and its appendix A covers all of construction. If an establishment of yours had 20 to 249 employees at any point last year, the Form 300A summary data for that establishment must be filed with OSHA electronically by March 2. Update the injury log as cases happen, and March becomes a copy job, not a hunt through old reports. Source: eCFR: 29 CFR 1904.41, Electronic submission of injury and illness records.

  • Union referrals still need your onboarding

In a union shop, the hall may send painters for a job under your union contract's rules. Each one still becomes your employee. HR does the hiring forms, the safety orientation and any site training before day one. Keep a short start-up packet ready, because a referral can show up the morning after you call.

  • Temp painters have two employers

OSHA says a staffing agency and its client are joint employers of temp workers. Both must keep the workplace safe, and both have duties such as training and hazard communication. Before you use agency painters on a busy job, write each side's duties into the staffing contract. Give agency painters the same site orientation your own crews get. Skills to hire for, and what you can teach

Hire for these

  • Full-cycle hiring for field crews and office staff
  • Personnel and training files that hold up to an audit
  • Knowing the wage, leave and hiring rules of every state your crews work in
  • Straight talk with painters on job sites, not just in the office
  • Reading and applying a union contract, if you're a union shop

Teach these on the job

  • E-Verify and federal contract hiring rules
  • OSHA injury log and electronic filing steps
  • Colorado or other state pay posting rules
  • Your training matrix for lifts, respirators and site orientations
  • Your HRIS and applicant tracking system

Most companies this size run an HRIS with payroll, such as Paylocity, Paycom or ADP Workforce Now. Add a hiring system for applicants and a tracker for each painter's training records. Name yours in the ad, and say whether HR owns the training matrix.

Commercial painting HR manager interview questions

Two of the 6 questions we'd ask, and what a strong answer sounds like. Ask every candidate the same questions, and rate each answer on your own before you compare notes.

  1. Situational · Lawful background checks

A school district job requires background checks for every painter on site, and a long-time painter's report shows an old conviction. What do you do?

A strong answer: Follows FCRA steps for current staff too: disclosure, written consent, a pre-adverse action notice with the report and rights summary, time to respond, then a final notice. Weighs offense, time passed and job fit, follows state and district rules.

  2. Behavioral · Recruiting skilled trades

Tell me about a recruiting approach that found skilled commercial painters, such as spray or wallcovering hands.

A strong answer: Names the source, such as referrals, trade schools or apprenticeship partners, why it fit skilled painters, and how many good hires it produced.

Commercial painting HR manager KPIs

Set your own targets; the template's are only examples. Look at a year of hiring and turnover numbers, with field and office kept apart, before you fix them.

Recruitment Turnaround Time
Track the calendar days between an approved opening and a signed offer, splitting painters, foremen and office roles, since each draws from a different pool.
Employee Retention Rate
Divide employees still on payroll at period end by headcount at the start, then break it out by crew and season to see where people leave.
New Hire Satisfaction
Send every new hire a short set of questions after week one and week four about training, tools and how the crew treated them, and track the positive answers.
Onboarding Completion Rate
Track each new hire's checklist, including tax and work eligibility forms, safety orientation and site training, and count the share finished by your deadline.

Career path

  1. HR coordinator or recruiterPosts jobs, schedules interviews and keeps new hire files.
  2. HR managerRuns hiring, onboarding, training records and HR compliance for the company.
  3. HR directorSets people strategy across branches and leads the HR and safety staff.

Commercial painting HR manager FAQ

Does a commercial painting HR manager need to know union contracts?

In a union shop, yes. The collective bargaining agreement can set wage rates, benefit contributions, referral rules, overtime and the steps for a grievance. HR reads it closely, trains foremen on the parts they handle, and keeps a working contact at the union hall.

How much does a commercial painting HR manager make?

Human resources managers who work for building finishing contractors earned a median of $119,610 a year ($57.51 an hour) in May 2025, according to the Bureau of Labor Statistics. The middle half earned between $97,340 and $166,420 a year. Pay also depends on your local market, experience and bonus terms.

Should a commercial painting HR manager also run payroll?

At this size, HR usually owns the employee side of payroll, such as new hire setup, pay rate changes and leave balances, while accounting runs the pay cycle and the reports. Split it in writing. Painting payroll gets complicated when crews work on public jobs or in two states, so each side needs to know who checks what.

When should a commercial painting company hire its first HR manager?

Add one when hiring and staff files outgrow the office manager. Signs include crews in more than one state, steady federal or public work, a union contract, or more open jobs than the office can fill in a normal week. Until then, an HR coordinator and an outside employment lawyer can cover it.

What do the HR template's standing, walking and lifting lines mean?

They describe site visits and training days. Think of walking a building to meet a crew, standing through a toolbox talk or site orientation, or carrying a box of training binders or a projector. Write those tasks into the posting. Then applicants can see what the job asks and request an accommodation if they need one.
