Marketing that wins shortlists, not clicks

Most of this company's buyers are engineers and public works staff who score written submittals. The marketing manager's main products are qualification packages, project sheets and photos, not ads.

  • Phase one of design-build is scored without price

On federal-aid highway jobs a state DOT or city runs as design-build, FHWA's rule suggests two phases. First comes a request for qualifications that may score the team's approach, experience and key staff, with no cost or price factors allowed. Normally three to five firms make the shortlist, and only they get the request for proposals. The marketing manager builds that package to the stated weights, so a strong team doesn't lose on a weak write-up. Source: 23 CFR 636 Subpart B: Design-build selection procedures (eCFR).

  • Read the capital plans years out

Each state must keep a road and transit plan, called the STIP, that covers at least four years and takes in each metro area's own list. Cities and counties post capital plans with their budgets. The marketing manager reads both and flags the sewer, road and drainage jobs that fit. Then leaders can meet the owner long before the job goes out to bid. Source: 23 CFR 450.218: Statewide transportation improvement program (eCFR).

  • Ask before you publish a public job

Job photos and case studies are a civil firm's best proof, but the owner gets a say first. Some Defense Department contracts carry DFARS clause 252.204-7000, which is used when the work involves information that may be sensitive. Under it, you can't release anything about the contract unless it's already public or the contracting officer OKs it in writing, and you ask at least 10 business days ahead. On city and developer jobs, clear names and photos with the owner first and keep the email. Source: DFARS 252.204-7000: Disclosure of information (Acquisition.gov).

  • Public works staff meet at association events

City engineers, county road chiefs and utility directors meet at American Public Works Association chapter events. APWA says its members come from local, county, state and federal agencies, plus private firms that sell to them. The marketing manager picks which chapters and contractor groups the company joins and who goes. They also decide which talks and project awards are worth the time to enter. Source: American Public Works Association: About APWA.

  • Engineering firms see the work first

The civil engineers who design subdivisions, store pads and city projects know about jobs long before they reach a contractor. Marketing keeps the company in front of those firms as a whole. Send a short project sheet after each job they designed, offer a lunch talk on a new pipe material or a hard tie-in, and tell them what work you want next. The sales reps chase single projects; marketing keeps the firm-wide tie warm.

How much civil construction marketing managers make

Marketing managers who work for heavy and civil engineering contractors earned a median of $144,550 a year ($69.50 an hour) in May 2025, according to the Bureau of Labor Statistics. That’s below the $166,790 median for marketing managers in all industries. About 530 of the 395,240 marketing managers in that survey work for heavy and civil construction.

Per the template, pay is salary plus a results bonus. In BLS's heavy and civil construction data, marketing managers are few and their median sits far over the template's top. Decide first whether you need a manager or a proposal coordinator. Tie the bonus to shortlists and awards on pursuits marketing worked, not to web traffic.

Skills to hire for, and what you can teach

Hire for these

  • Has written or managed qualification packages for public owners or design-build teams
  • Builds a compliance checklist from a request for qualifications and follows it to the page
  • Turns a superintendent's notes into a clear project sheet
  • Keeps a photo library and job history list that proposals can pull from fast
  • Holds engineers, estimators and leaders to internal due dates

Teach these on the job

  • Road, utility and drainage terms and how each kind of job is built
  • Your state DOT's design-build and prequalification steps
  • Your past jobs, key staff and the owners who would give a reference
  • Your design software and proposal templates
  • Which associations and chapters your owners attend

Expect desktop publishing software such as Adobe InDesign, a library of resumes and project sheets, agency bid portals for watching upcoming work, and a CRM for owners and engineers. Tell candidates whether the role also writes the website, LinkedIn posts and recruiting materials, since that changes who you hire.

Civil construction marketing manager interview questions

Two of the 6 questions we'd ask, and what a strong answer sounds like. Ask every candidate the same questions, and rate each answer on your own before you compare notes.

  1. Situational · Ethics with public agencies

An agency manager you know is on the selection panel for an upcoming pursuit. A colleague suggests taking them to a ballgame. What do you do?

A strong answer: Declines; agencies have gift rules and often limit contact during a procurement; keeps communication in official channels.

  2. Behavioral · Building agency relationships

Tell me about a relationship with a public agency or prime contractor that you helped build. What came of it?

A strong answer: Names appropriate outreach, such as pre-bid meetings, agency presentations or teaming with a prime, and the work or invitations it led to.

Civil construction marketing manager KPIs

The template's targets suit a company that buys leads. Here, count pursuits and shortlists, and set every target from your own pursuit history over several seasons.

Campaign Conversion Rate
For each pursuit marketing worked, did it reach the next step: an owner meeting, an invitation to bid, a shortlist or an interview? Track it by owner type, since cities, DOTs and developers move differently.
Bid Success Rate
Shortlists earned on qualification packages and awards won on proposals, counted apart from sealed low-bid work, where price decides and marketing has little say.
Lead Generation
Projects added to the pursuit list from capital plans, engineers and developers that fit the company's work and bonding, reviewed each month with the CEO.
Relationship Development
New contacts at owners, engineering firms and agencies who met with you or asked for a project sheet, logged in the CRM with who on your team owns each one.

Civil construction marketing manager FAQ

Does a civil contractor need a marketing manager if most work is low bid?

On sealed bids, the low bid that meets the rules wins, and marketing won't change that. The role pays off once you chase design-build, construction manager at risk or developer work. There, a written package or an interview decides who gets a shot. Until then, a proposal coordinator who keeps resumes, project sheets and photos ready may be enough.

How much does a civil construction marketing manager make?

Marketing managers who work for heavy and civil engineering contractors earned a median of $144,550 a year ($69.50 an hour) in May 2025, according to the Bureau of Labor Statistics. The middle half earned between $111,130 and $199,470 a year. Pay also depends on your local market, experience and bonus terms.

Should marketing track bid results on jobs we lost?

Yes. Get the bid tabulation for each opening you lost, from the owner's website or by asking. Marketing logs who bid, each price and the gap to the winner, then shares it with the estimators each month. Over a season the log shows which owners and job types you win, and which competitors chase the same work. That shapes the next year's pursuit list.

Who writes the technical part of a qualification package?

The project manager, superintendent and estimator who would run the job write the plan for it. Reviewers can tell when they didn't. The marketing manager hands them an outline tied to the scoring, cuts it to length in plain words, adds the graphics and checks every required form. Book their writing time as soon as you decide to go after the job.

Does the template's home services experience line fit a civil firm?

The line stays in the template. For a civil firm, construction counts far more. Someone from an engineering firm's or a general contractor's proposal team already knows qualification packages, resumes and scoring. A home services marketer would have to learn a buyer who reads submittals instead of clicking ads.

What belongs on a civil project sheet?

The owner, the engineer, the dates, and what the crews built in units an evaluator can compare, such as feet of pipe, lane miles or acres graded. Add the key staff who ran it and an owner contact who agreed to serve as a reference. Have the project manager check every number. Then keep one approved sheet per job, so proposals don't drift from the facts.

How does the template's sitting line apply to this job?

The sitting line ships unchanged. In this job it means long desk days writing and laying out packages, plus drives to agency meetings and association events. Spell out that work for applicants. EEOC's guidance allows asking whether someone can do the job's duties, with or without an accommodation.
