Cleaning companies hire hourly workers all year for evening shifts spread across many buildings. That volume, and people working alone at night, drive most of HR's work.
Hiring runs all year
Evening cleaning jobs are often part-time or second jobs, so openings come up every week, and new contracts start on fixed dates. Keep ads running by area, hold interviews in the late afternoon or early evening when applicants are free, and keep a list of ready applicants for each region so a new building doesn't open short.
E-Verify depends on the state
Some states add E-Verify to the federal hiring paperwork. Tennessee's rule kicks in at 35 full-time equivalent employees for a private employer, counted across one federal tax ID. Utah requires a status check such as E-Verify at 150 or more employees. That law is set to end by July 1, 2027. A cleaning company with several hundred cleaners is past both lines. Break rules change at the state line
A cleaner on a six-hour route may be owed a break. Tennessee requires a 30-minute unpaid meal or rest period for workers scheduled six consecutive hours, except where the nature of the work gives ample chance to rest. Utah's Labor Commission says no state or federal law requires breaks for adult workers. Write the break policy state by state. Training for people who work alone
Night cleaners often work alone in empty buildings. Washington, as one example, requires janitorial contractors with isolated employees to adopt a sexual harassment policy, train managers, supervisors and those employees, give them a list of resources, and provide each one a panic button. Look up the rules wherever you operate, and plan training for crews that rarely see a manager. Source: Washington RCW 49.60.515, policies for isolated employees of property services contractors.
How much janitorial HR managers make
The closest BLS group for janitorial HR managers is human resources managers. Human resources managers who work for building and home services companies earned a median of $109,990 a year ($52.88 an hour) in May 2025, according to the Bureau of Labor Statistics. That’s below the $149,280 median for human resources managers in all industries. About 420 of the 220,660 human resources managers in that survey work for building services companies.
Paid a salary plus bonus. This range falls under most BLS pay for HR managers at building services companies and nearer HR specialist pay, so a company that wants a true department head may need to offer more.

Skills to hire for, and what you can teach
Hire for these
Three or more years running HR for an hourly workforce spread across many sites
Working knowledge of E-Verify and wage-and-hour rules in the states you serve
High-volume hiring: steady ads, quick interviews and fast offers
Policies and training new cleaners can follow, in more than one language when your crews need it
Personnel files, sign-offs and training records kept ready for an audit
Teach these on the job
Your HRIS, applicant tracking and time clock systems
Each client's rules on background checks and badges
Your state-by-state break, leave and pay notice rules
The chemical and bloodborne pathogen sessions your operations team runs
How your branches report staffing gaps
Expect an HRIS with onboarding and e-signature, an applicant tracking system, E-Verify, and the crews' time clock app. Name the ones you use in the ad. Also say if HR runs payroll here or someone else does.
Janitorial HR manager interview questions
Two of the 6 questions we'd ask, and what a strong answer sounds like. Ask every candidate the same questions, and rate each answer on your own before you compare notes.
Situational · Client-required background checks
A new client requires background checks for everyone working at their site. How do you handle it?
A strong answer: Gets written disclosure and consent, applies checks only to staff assigned there, follows FCRA and local fair-chance steps including an individual review and notices, and offers other sites to anyone who isn't cleared.
Behavioral · Investigations
Tell me about a workplace investigation you led from start to finish.
A strong answer: Interviewed separately, documented, stayed neutral, reached a conclusion on evidence, and followed through on the outcome.
The numbers in the template are examples only. Base yours on a year of hiring and turnover records from each branch.
Time-to-Hire
Days from opening a requisition to the new cleaner's first shift, tracked by branch and shift in your applicant tracking system.
Employee Retention Rate
Share of people on payroll at the start of a period who are still employed at its end, with new hires reported on their own line.
Regulatory Compliance
Each quarter, pull a sample of personnel files and check them for verification records, signed policies and training sign-offs. Track every finding until it's closed.
Employee Satisfaction Score
Run a short anonymous survey by text or phone so night staff can answer, translate it for your crews, and compare results by branch.

A client asks us to pull a cleaner from their building. What should HR do?
If your contract lets the client ask for a worker's removal, treat it as a decision about that site, not a firing. Get the client's reason in writing, check it for anything tied to a protected trait or a complaint the cleaner made, and hear the cleaner out. If the reason doesn't support discipline, offer another building at the same hours and pay where you can.
How much does a janitorial HR manager make?
Human resources managers who work for building and home services companies earned a median of $109,990 a year ($52.88 an hour) in May 2025, according to the Bureau of Labor Statistics. The middle half earned between $90,180 and $145,660 a year. Pay also depends on your local market, experience and bonus terms.
What should HR do when a cleaner reports harassment by a tenant?
Treat it like a complaint about a coworker. Take the report, offer to change the cleaner's building or route right away if they want that, and tell the client's contact in writing what happened and what you expect. Follow up with the cleaner afterward and keep the file. Don't make the cleaner keep working near that tenant while you sort it out. Don't cut their hours or move them somewhere worse for speaking up.
How can HR reach cleaners who never come to the office?
Go to them. Send short texts in the languages your crews read, post notices where crews sign in or store supplies, and have leads share updates at the start of the shift. Hold orientation and training at times that fit evening work, and pay for the time.
Why does the HR template mention lifting up to 25 pounds?
It covers tasks at the office and on site visits: carrying boxes of onboarding packets, training binders or uniforms to a branch, and walking a building to see how crews work. Describe those tasks in the job ad rather than asking about health, and work through any accommodation request with the person.
