A pool service HR manager recruits and onboards the route techs, repair techs and office staff a pool company needs, and has spring hires ready before the season. They run checks on people who will work behind customers' gates, set the take-home truck rules with payroll, track license and training sign-offs, and deal with complaints, discipline and injury claims.

Pool techs spend the day alone in customers' backyards, drive a company truck from stop to stop, and see the same customers every week. That shapes who you hire, how you check them and how you pay for their time.
Techs work alone behind customers' gates
Customers hand over gate codes and leave a tech alone in the backyard, so owners often want a background check and a driving record. When a screening company supplies either one, the FCRA sets the steps. Tell the applicant in a separate document and get their signed OK. Before you reject anyone over what the report says, send them the report itself plus the federal summary of FCRA rights. Use one standard for everyone, and check your state and city rules. Take-home trucks change when the day starts
Some route techs take a company truck home and start the day at the first pool on the route. Federal law lets that drive go unpaid when it stays inside the company's normal commuting area and the tech has agreed to the terms for using the truck. But a tech who must stop at the shop to load chemicals or pick up parts is working from that stop on. State law can differ. HR writes the truck policy so payroll matches it. Source: 29 U.S. Code 254: Portal-to-Portal Act, relief from certain activities (Cornell LII).
Some techs leave to start their own routes
A route tech sees the same owners every week, and a truck and a test kit can be enough to go solo. Owners often reach for a noncompete, but California, for one, treats a contract that bars a person from a lawful trade as void. The FTC's nationwide ban is gone too: a federal court set it aside, and in 2025 the agency stopped defending it. Ask an employment lawyer about your state. Pay, steady routes and a path to lead tech hold more techs than paperwork does. Source: California Business and Professions Code section 16600.
Teen helpers can't drive the route
Summer helpers under 18 can ride inside the cab. Under federal child labor law, though, 16- and 17-year-olds can't drive on public roads for work. A narrow exception for some 17-year-olds allows only daylight driving within 30 miles of work, for no more than a third of any workday, and never route deliveries or route sales. That leaves little room for a teen to run a route alone, and state law may add more limits. Source: 29 CFR 570.52: Motor-vehicle occupations, Hazardous Occupations Order No. 2 (Cornell LII).

Skills to hire for, and what you can teach
Hire for these
Recruiting hourly field staff in volume before a season
Sound grasp of overtime, travel time and background check rules
Looks into customer complaints about a tech quickly and fairly
Tracking expiring licenses, certificates and claim deadlines
Writing short, clear policies a tech can read on a phone
Teach these on the job
Pool equipment and route terms
License rules for pool and spa work in your state
Your fuel card, phone and truck care rules
Industry certificates new techs can earn
Your route software's time and stop reports
Payroll and new-hire forms usually live together in a platform like Gusto, Paychex or Paylocity. Add a job board account for spring postings and a calendar of license and certificate due dates. Clock-in times and stop times from the route app let HR check hours before overtime catches anyone off guard.
Pool service HR manager interview questions
They have their own page: 6 questions that test this job, what strong and weak answers sound like, and a work exercise to run with your finalists.
Swap the template's goals for your own once you know your turnover and hiring history, and review them season by season with the COO.
Staff Retention Rate
Of the people on staff on January 1, how many are still employed on December 31? Report route techs, repair techs and the office on separate lines, and leave planned seasonal layoffs out.
Training Completion Rate
List what every new tech must finish in the first month: chemical safety, the truck policy and a set number of ride-along days. Count the hires who finished all of it in time.
Employee Engagement Score
Ask the same few anonymous questions twice a year and track the change. A drop among route techs right before summer is the warning to act on.
Time to Fill Position
For each opening, count the days between the OK to hire and the new person's first shift, on a route or in the office. Average the gap for each month to see whether spring openings fill before the first warm weekend.

Many applicants have never run a pool route, so hire for people who already work outdoors with customers and equipment: lawn crews, pest control techs, apartment maintenance staff, and pool supply store workers. Ask your current techs for referrals, and post openings well before the season. Then teach water chemistry and equipment on the job.
How much does a pool service HR manager make?
Human resources managers who work for building and home services companies earned a median of $109,990 a year ($52.88 an hour) in May 2025, according to the Bureau of Labor Statistics. The middle half earned between $90,180 and $145,660 a year. Pay also depends on your local market, experience and bonus terms.
Should HR or operations train new pool techs?
Split it. Operations teaches the work on the route, usually through a lead tech or a field supervisor. HR sets the schedule, makes sure every required course and sign-off happens on time, and keeps the records. Name the one person who decides when a new tech is ready to run a route alone.
Should a northern pool company lay techs off in winter?
Keep the techs you'd hate to lose and find them winter work: heater and spa repairs, equipment swaps, shop and warehouse jobs. For the rest, set the last day in writing, point them to your state's unemployment office, and ask who wants first call back in spring. A rehire who already knows your routes needs a short refresher, not full training.
What should a pool service HR manager job ad say?
Open with the season: when spring hiring starts and how many techs you add for it. That is the core of the job. Then give the headcount and offices it covers, who it reports to, and whether payroll, the truck fleet or safety sit with HR too.
